Pretty simple question.  Sorry if it has been asked, but I did search before posting and didn't see a clear answer.  

I am planning to fly back to the US to visit and return, which is easy for me as I have a PE visa, proper Thai health insurance, vaccinated, etc.  

However, my friend wants to fly back with me under the new Nov 1 /Thailand Pass/1 night quarantine entry.  

Can he enter on a 30 day visa exemption (+30 day extension), or is that not available at the moment?

He would, of course, obtain all the other requirements, like health insurance, vaccine, etc.

Your friend can return with you and enter visa exempt 30 days + 30 days extension. = 60 days stay

He can enter on a 30 day visa exemption and get a 30 day extension of stay based on tourism.
