I believe you can only get non oa based on retirement in home country which requires insurance, a police check and other formalities. Anyway, he would have to cancell existing stamp before he could get another one.
Sounds like you would be better off returning to Thailand after your retirement extension has expired, get 30 days Visa exempt and go through the process of applying for 90 day non o and then 12 month extension like you had before. Gives you more time to get everything lined up without leaving the country again.
I got my 5 year drivers license recently with a new passport and there were no problems at all. As for transferring the stamp I was made to go to the office that issued my extension to have it transferred.
the house owner or hotel should do it for you. Some private landlords have no idea about it and thus you need to do it yourself. You need copies of both house books signed by owner. You need a lease agreement signed by owner. You need copy of house owner id card signed. Tm 30 form completed and signed by house owner. Copy of your passport signed each page. I think that is it but check at your office as requirements vary.
Wherever you are in Thailand you will not get a residence certificate unless you have registered your address with tm30 or had someone do it for you. You are supposed to have had that done within 24 hours of entering Thailand. For most people ie tourists the hotel they are staying at does it for them.

When I got my driving license last month The Land Transport Office had to request a residence certificate from immigration as immigration Office refused to give me one. If you are buying a used bike make sure you get all the documents for transferring your name into book. You need copy of id card of previous owner signed by him or her. I had a right palaver trying to get my blue book in my name.
