not for visa exempt, but for tourist visa. The embassy / consulate will check for the onward ticket.

Following (I am 🇸🇬 too). I checked with Penang consulate and they gave a very generic yes. However, I haven't tried to apply with them yet.

yes but that would require me to go out of Singapore to apply. In any case I'm not in a huge rush to get it at the moment

What visa options do I have while traveling to Thailand for a scuba instructor course and other activities?

I haven't heard of DMTs or instructor trainees getting ED visas. So if you're claiming that it is an educational course, you'd be hard pressed to get someone from MFA to agree with you. Anyway, DTV is a brand new visa, let's see if anyone gets approved for DMT or IDC as their main mode of acceptance.
