TLDR : Answer Summary
The E-Visa system for Thailand is now fully operational and available online. However, if you are on the visa exempt list, you do not need a visa to enter Thailand. Many tourists are not required to obtain a visa for entry. Therefore, if you fall under the visa exempt category, you can still enter Thailand on January 3rd without an E-Visa.
