If you are on the visa exempt list you do not require any visa to enter.

MOST tourists do not require a visa to enter Thailand at all.

not for visa free countries. Visa free countries will now have to get an eVisa, but not sure if they have already implemented it.

you are wrong. Evisa has absolutely nothing to do with ETA and ETA is postponed indefinitely while they try to figure it out.
