the only person spreading false information here is you. See what Brandon wrote - it depends on the immigration office. And just like Peter, I haven't had to refile TM30s after going overseas and I've asked Chiang Mai Immigration multiple times if I had to and they said no.
And as for "it has been since many years," read this change in 2020. Not all immigration offices implemented this but the change was not having to refile a TM30.
I didn't make it about being American - read what op wrote - "here I am from in the United States, if you are an immigrant and don't try to learn English, people get mad at you."
I spent a year in Thai school so can get by, but even if I didn't and didn't speak any Thai, it would still be none of your business nor concern. Stop being so judgemental of others and mind your own business.
Given you are clearly living here and trying to exploit the system, have you considered getting a proper long term visa instead? A proper long term visa is the solution to all your problems.
