The first thing you need to do is contact the school and find out if they require your child to be on an ED visa or if they only care that they are on any visa.

That will determine the next step.

As far as DTV vs ED. DTV you're going to be leaving at least every 6 months to get a fresh stamp, whereas with an ED you never have to leave as long as you get extensions.

Your child would get an ED and you would get a non-O based on a foreign child attending school. This would require you to have 500k baht in a Thai bank account in your name only. Your other child would go on overstay as they wouldn't be eligible for a visa. But there's no fine for a child under 15 on overstay and can't be banned if under 18.

A 90-day non-O visa IS a retirement visa. You get it from your own country before traveling. And that will allow you to open the bank account you need to apply for the 1-year extension (not a visa, an extension).

You can't if you don't already have a Thai bank account when you arrive.

If you have a Thai bank account already, then it takes 15-21 days depending on the immigration office. You apply and get an "under consideration" stamp in your passport telling you to return on that date to get your visa.

Every property owner in Thailand is legally required to report the arrival of a foreigner who will be staying at that location within 24 hours of arrival. This is the TM30. The property owner files it and can provide it to you.
