 no he didn't. You need permission from the Malaysian government and enter state quarantine unless your a short term business visitor staying less than 14 days and then quarantine can be waived in certain states

As the US has now moved to Evisa application, like other country's that have moved to it, I would very much doubt non US citizens or those without leave to remain, can apply for Thai visas in the US any longer

It is not possible to obtain an IDP inside of Thailand at any DLT without holding a full 5yr Thai driving licence.

Even then, a Thai issued IDP doesn't allow you to drive inside of Thailand

 you also will require a vaccination certificate to drop it to 7 days....there is, at this time, no such thing being issued by any government outside of Israel
