if your an Irish citizen, you can obtain a Non O visa for retirement from the UK Embassy via the online portal.

I have been all through this in November when mine was finishing the 16th December. In the end I paid 500,000 baht and bought another 15 years PE visa

no. It isn't a tourist or non immigrant visa. It's a PE visa and has it's own standing.

Hence you cannot go to a PE visa in country from a non immigrant visa or extension

yes. You need to leave and obtain a tourist visa as it's doubtful a visa exempt entry will give you enough time to obtain the non O and then the extension

no. You could go to the Covid extension but still cannot obtain any other visa without leaving and returning after holding the PE visa

You cannot go from a PE visa or transition from an expired or expiring PE visa to any other type of visa while inside Thailand. End of story

This can quite often be done automatically. Thailand is part of a 30-member group of countries that share a PKI (public key infrastructure) for vaccination certificates. This will allow them to instantly authenticate the certificate. I haven’t seen a list of countries, but I am told that most are in Europe'
