In fairness, when i had the argument with Jomtien immigration over a TM30 report nearly 2 years ago, they did lay it on the line that under the immigration act, sections 37 and 38, failing to lodge a TM30 makes you in the country illegaly. Not sure there's any argument against that if they want to use it.

 Bangkok immigration have a lead time to allow for delivery of the certificate. I've no idea how they date them.

Even with 90 day reporting, Bangkok don't issue them immediately. They post them out and i believe you need to allow 4 weeks.
