in my personal opinion, nowadays, consider the Thai government's Board of Investment (BOI) LTR Visa (Long–Term Resident Visa) as the better and cheaper Thai Visa to consider vs. Thailand Privilege Visa

Payment in Cash Thai Baht, but, the Thai Immigration Officers on Departure at Suvarnabhumi Airport are installing Bank Card EDC Terminals to accept Bank Cards, but dunno if currently in use or not
Yes, because, again, the E–Visa PDF File is the Thai Visa, and, yes, there is the old Passport Book # on it, but ANY Thai Embassy/Thai Consulate cannot go back and edit/amend the Passport Book # in the Thai eVisa website System, so, for most countries, you're just left with providing a photocopy of thr Photo Page of the OLD Passport Book....
There are a few countries where in a new or replacement subsequent Passport Book, some countries will print the Passport Book # of the previous, old Book, into the new Passport Book, but Canada does not do that....
the Thai Embassy in Tokyo and Thai Consulates in Osaka or Fukuoka are notorious and quite a few field reports (even here in this Facebook Group) that applied and paid for a DTV E–Visa, but did NOT receive a DTV E–Visa and got something else, whether Multiple Entry Tourist E–Visa or Non–O Multiple Entry E–Visa....
Buyer Beware in Japan and just apply for a Thai DTV E–Visa somewhere else besides Japan....
Any specific Thai Embassy/Thai Consulate has discretion to set their Consular Service Fees and Rates, just like they have discretion for additional requirements and request additional documents, for example, specifically relating to DTV E–Visa, a Thai Embassy/Thai Consulate may say seasoning of the minimum 500,000.- Thai Baht in your bank account for a minimum of 1 month, 3 months, even 6 months, or, another example is that 500k Thai Baht must be a personal account (savings or checking) at a retail, brick & mortar bank vs. a brokerage account or Wise/Revolut account or investment account, etc. etc.
Specifically for Thai E–Visa Fees, the most egregious example is the Thai Embassy in Wellington where all their Consular Fees, Rates, and Charges are well above their neighbors (Thai Embassy in Canberra or Thai Consulate in Sydney)

However, the only locations where the Thai E–Visa Fees are exactly as stated in the regulations as published in the Thai Royal Gazette are at: Thai Embassy in Vientiane and Thai Consulate in Savannakhet as they are they only locations that accept Thai Baht
