Well, what country's passport specifically are we discussing about?
Generally, many people from nearly all countries have lived and are living in various countries around the world for decades, some continuously moving and have been able to renew their passport at their own country's embassy/consulate for decades without problems at different locations, so dunno what this inquiry about passport "status" is all about???
No, whether it is Thai DTV, Thai Non–O, Thai Non–OX, Thai Non–OA, Thai Non–B, Thai Non–F, etc. have yet to hear of any Thai Immigration Officer at Arrival for Entry into Thailand ask for Bank Statements, or any Immigration Officer of any ASEAN country for that matter....
if a Thai E–Visa applicant is located in Đà Nẵng, then the Thai E–Visa application needs to be submitted to the Thai Consulate in Hồ Chí Minh City, not the Thai Embassy in Hà Nội
in order to get the maximum benefit of that 2nd Year, don't forget to have a fresh insurance policy validity for a full year before entering Thailand on the last entry of the original validity of the Non–OA.
Then, after making entry into Thailand, don't forget to obtain a Re–Entry Permit (Single or Multiple) before exiting Thailand in order to continue to make use of that 2nd Year
it would be nice for the Thai Immigration Bureau to give more clarification about those holding Thai E–Visa PDF's, those holding the remaining Thai Visa Stickers, and of course, those with Thai Visa's issued in-country by the local Thai Immigration Offices to either have additional information fields to input Thai Visa details (if any), or perhaps waive or somehow incorporate and accommodate Thai Visa holders with this new TDAC:
