My question is, how does this affect my 90 day check-in timing?

It does not. 90 day check in is based on entry into Thailand.

Does the new TM30 reset the 90 day clock, or do I continue check in at the date specified by my last check-in notice under my old passport?

See answer above.

I don't have a clue why going to Laos is creating a different scenario....

9kay. Fair enough in Bangkok. But you still may not go to where the visa was done, as you stated, as it may have been done external to Thailand.

@Ellie ******
that is an extremely confusing way to say you must do the 90 day report in the area in which you either live, or had a TM30 done for you. I Have not had a visa, nor extension, done in Thailand. Your comment would mean nothing to my situation, and it sounds like, the OP's situation.

you cannot 'retire' in Thailand for "2 years". You cannot use funds in your old countries account/currency to get an extension for ANY non-immigrant visa; O or O-A.

if you were on the O A visa as he stated he wants, doing the 65k transfers, then he can get the O A extension based on the 12 previous months transfers into a Thai bank account. He does not have to go back to home country and start again. Or am I missing something?

you do not have to bank the money. You can also extend on the 65k a year being transferred into a Thai bank IF you transferred 65k a month for the 11 months before you apply for the extension.
