Definitely try different banks and even different branches of the same bank. I opened one with Bangkok bank in Chiang Mai with certificate of residence, passport. Costed a little bit for the card. That's it.

I kept calling and calling until someone answered. Once answered, COE came in shortly after. My experience is from US.

My COE final approval took 1 week. I was nervous since it was close to my flight. So I kept calling. They finally answered the call and approved about a day later. Keep calling them.

I can't find a link of official exclusion of f2f. But if you would likd a peace of mind, I had my covid test done in SF. Costs me $365 w/result next day, $35 for f2f. Here's the link:

Mine COE was processed by Thai Embassy Washington D.C. It was within 1 to get the pre-approval. And it took about 1 week for the final.

Just like what Lalitha said, once you click confirm, any areas that are not completed will be highlighted. Just a tip, you can email(make sure to include 6 digits case number) them and call them regarding the progress of COE approval. Took me several phone calls, and they do answer. Good luck.
