wrong.

If you stay more than 90 consecutive days, you need to go to Immigration to do a 90 Day report.

Bring your passport and latest TM30 to your local Immigration.

Is a DTV (Digital Technology Visa) sufficient to open a bank account in Thailand?

The DTV does not make you eligible for a bank account.

You can try an agent, but they are also having problems opening for people with tourist-type visas.

Or you can walk into all the branches you see and hope for the best. Sometimes it works, most of the time not.

As it is right now, they only seem to want new or updated information when you extend your stay at Immigration.

If you leave the country and come back in there is little to no questions.

Do I need to do a 90-day check-in with a DTV visa in Thailand?

The TM30 and 90 day report are not the same thing.

But you do need a TM30 to do your 90 day report.

The TM30 is your landlords responsibility.

The 90 day report is your responsibility and you will need to go to Immigration in person to do it.

Find the jobs first, then apply for the correct visas.

The DTV is not the visa for you in this situation. You need a different visa and a work permit.
