A resident certificate is no use issued from say Jomtien Immigration if you wanted to use it in Bangkok. They can only be used in the province they are issued in.

Just to add to Tods post. You have to wait and receive it by post too unless it's recently changed. They was also saying you need to wait up to 4 weeks to receive it.
