I haven't looked at there requirements, if they are still open or whether you can even apply there though.

This is from the Berlin Thai Embassy. You will need to meet all this criteria for a simple Tourist visa.

I do not know what a 'Biometric' passport photo refers too that they are requesting. I'm not sure if they are requesting an extra photo or the original passport and photo needs to contain biometric data?
