TLDR : Answer Summary
There are currently no official limits on the number of times Indian nationals can enter Thailand using a Visa on Arrival (VOA), which allows for a 15-day stay free of charge. However, it is important to note that Indian passport holders can only utilize the VOA or obtain a visa in India and cannot take advantage of the visa-exempt entry that applies to other nationalities.

Guys. The OP is Indian. He can only get a VOA or obtain a visa in India. He does not qualify for any visa exempt entry.

There is NO limit for a VOA entry

With Indian passport you can get 15-day visa on arrival. Currently this is free of charge with no set limit on number of times.

Not to be confused with visa-exempt 30-day entry for 51 other nationalities, for which there is a current limit of 2 per calendar year if BY LAND.
