Am I able to apply for a 60-day tourist visa while on vacation in Europe? I’d like to go to Thailand in August or September but don’t want to enter on a 30-day on-arrival, and will not be going back to the States. (U.S. citizen currently in Germany)

The EU is becoming more and more difficult for non resident card holders to apply even for other EU citizens.
I do not know what a 'Biometric' passport photo refers too that they are requesting. I'm not sure if they are requesting an extra photo or the original passport and photo needs to contain biometric data?

1 biometric passport photo (taken in the last 6 months)

Dani Monique Berlin is a well organized Embassy. If you got all your ducks in a row all smooth. For the biometric Foto, simply tell the Photoshop staff ,they know what to do, no big deal. You can also use machines, they got the biometric button. Simply follow the instruction. 🧐
You should be able to as long as you meet the requirements posted by the consulate you're applying at. You shouldn't have a problem getting a single entry tourist visa from one of the consulates there.
AFAIK there are two thai consulates in Germany one in Berlin and one in Frankfurt.
