Laos is good. Vientiane or Savannakhet. Only the former requires that online booking but are more lenient regarding documents. Savannakhet requires a bank statement showing at least 20k baht if memory servers. Can't remember if they also require proof of lodging and onward travel.

Then you can most certainly obtain a tourist visa in nearby countries. Be aware, Vientiane requires you to book an appointment before showing up.

Also, Penang is supposedly not the most user friendly consulate in the region.
