yeah i know it is kind of like if a tree falls in a forest. you know, if i go sleep at a friend's house here in chiang mai, what's going to happen? So if nobody is the wiser and I am down in HH, why bother reporting and possibly screwing things up?

So just to update, there was a fee to LEAVE Laos, it was like 11 or 12 thousand kip, or 50 baht. this was charged on the Laos side. If you pay in baht, they give change in baht, which is a good thing. I just gave them a hundred baht note... wouldn't count on them changing a 1000. ALso there are money change places there. I passed through at about 530pm.
