What are the requirements and procedures for obtaining a Non-O Guardian Visa in Thailand for the parent of an international school student?

Questions about Non-O Guardian Visa for parent of student in an international school:

1. The initial visa is made outside of the country. Can it be made at any Thai consulate? (I am American, can I make it in Laos, England, Malaysia, wherever?)

2. Is there any financial requirement for the initial visa?

3. For the extension of stay, there is a financial requirement (500k banked for 30 days prior to initial extension). The application will be made in Chiang Mai. Can monthly transfer of funds for the preceding year totaling 500,000 per annum, take the place of the lump sum requirement (500k)?

Apologies if I got anything factually wrong in my questions.

Just so we're clear, there is NO monthly income method for meeting the proof of funds (500K baht) for getting an extension based on raising a foreign child here.It can only be banked money.

mother’s name, of no less than Baht 500,000 for the past three months. For the first year only, the

applicant must have proof of a deposit account in which said amount of funds has been maintained

for no less than 30 days prior to the filing date.
