Seems hairbrained scheme with respect to the dogs, and the risk of losing them. There will be a Thai record of you importing two dogs then leaving Thailand without the two dogs. You might even find that customs might fine you. When you import the animals, you post a bond guaranteeing you will take them out of Thailand after 6 months. Leaving Thailand without the animals might raise a huge red flag, leading to them being seized as goods.

Maybe there is a pulmonologist in the group who can give reassurance. Presumably your insurer knew about this preexisting condition. Plus I wouldn't worry about retiring to Thailand. It's not the place to live with likely a progressive chronic illness.
You need an International Driving Permit, which you can only get in the country in which our licence was issued. So if you want IDP for the Swedish licence, you need to get it in Sweden. If you need it for the Thai licence, get it in Thailand. There might be restrictions based on how long you've had a licence, as to which one to use. Avoid online IDP, they are scams and fake.
