Current advice for first time uk visitor visas is to apply to visit for no more than 4-6 weeks. But I read that visas are always issued for 6 months. Does that mean if the visitor wants to stay a little longer than originally stated, there are no issues or repercussions?

No repercussions just chuck your own bank statements in showing liquidity for the length of stay if possible do a hand written letter stating things like you take full responsibility for her, we have been in relationship for x time , travel both ways together, estimated travel dates BUT don’t lie
You submit a budget? I thought the sponsor (me) merely states they will be responsible for all costs (submits Bank statement as evidence of income, savings).
i was recommended to submit a budget by someone with some UK immigration experience to show i had thought it through and could afford to sponsor. Don't think it's a requirement. I throw absolutely everything in i can think of.
There won't be any repercussions during the visit, but the next time they apply UKVI might notice that they stayed longer than they said they would and this might affect their decision about a future visa. If there's a 'good' reason that they stayed longer than they applied for, it may be ok.
