Sorry, I am not confused, but there have been no known reports of being refused entry into Laos with a Lao eVisa at Khamsavath Train Station after 18 February 2025, which you had referred to in an earlier reply to the OP and that will confuse the OP

if these actual field reports are about Entry into Laos at Khamsavath Train Station, then exactly when???

Because, if it is before 18 February 2025, then Lao eVisa was unavailable at Khamsavath Train Station and only Lao Visa on Arrival Visa Sticker as Lao eVisa started at Khamsavath Train Station on 18 February 2025 onwards....

So, the pertinent detail of specific dates is needed to discuss about Lao eVisa "refusals" at Khamsavath Train Station

So, for clarification, this is for:

Non–O Trailing Spouse and Trailing Child Visas/Extensions at the Local Thai Immigration Office and the Local Thai Immigration Office wants:

Legalised/Authenticated/"Apostille'd" copies of USA documents:

County Marriage Certificate and County Birth Certificate already Authenticated/Legalised up to U.S. State Level, but not yet up to Federal Level by the federal U.S. Department of State (U.S. State Department) in Washington, DC and subsequently by the Thai Embassy/Thai Consulate in America ???

Yes, Lao eVisa is definitely Accepted at both Border Train Stations:

Khamsavath Train Station when crossing from Nong Khai into Vientiane and

Boten Train Station when crossing from China into Boten, Luang Namtha, Laos

Besides those with a Thai Spouse, there are those who have been on Thai Retirement Visas/Extensions (Non–O over age 50) and switched to DTV (Medical Care) or on Non–B Visa/Extensions and switched to DTV (Remote Work)....

As long as you have a solid course/plan of Soft Power activities detailed for the future (and accompanying documentation) as determined by the specific Thai Embassy/Thai Consulate, not the only or first person to be Non–O (married to Thai Wife) Visa/Extensions and switched to DTV....
