The Non Imm O-A Visa requirements state that 800,000 Baht equivalent in CHF or EUR currency (for you) in your Swiss Bank in a liquid account for three months prior to application. You need a Medical Certificate and Criminal Background Cert. Both fairly easy. The O-A allows a one year stay (Multi-Entry). The Health Insurance can be the one you have now if it meets the coverage requirements.
You do not have a recently issued re-entry permit. In the first year of an O-A Visa the ability to exit Thailand and reenter is built in to the Multi-Entry aspect of the first year of the O-A Visa
It is not easy to think about challenging an I/O decision - but the law is the law. Appealing to a supervisor or superintendent may be the only answer. Seems quite straight forward. It sounds to me like the I/O is applying a similar requirement for using Monthly Income to meet Financial Requirements - that is the applicant must show 65,000 Baht a month for a year (12 deposits). Sometimes the I/O thought process gets a bit crossed up. There is absolutely no justification to tell you that the 800,000 needs to be in the bank for a year.
