TLDR : Answer Summary
To get married in Thailand, two foreign nationals must obtain an affidavit of freedom to marry from their respective consulates, have it translated into Thai, and then certified by the Ministry of Foreign Affairs. It's important to check the specific requirements of the local Amphur, as they can vary significantly.

I know that each amphur have different rules but I got married last week in lomsak, phetchabun and I didn't need my passport translated and certified, just the affirmation to marry, translated and certified by the mofa so it's best to check with the ampher you plan to married at first to see what they require and believe you me Amphurs over here have different rules, might save yourself a few baht too

I just asked at my local amphur what they required before going to Bangkok and I believe that some Amphurs require you get your Thai visa and entry stamps translated too

more and more amphurs are asking for the data page of the passport and most translation companies will just do it too for the fee they charge to translate the affirmation of freedom to marry and get the MFA stamp. I mentioned it because IF they want it and you don't have it you're back to square one again.

Both foreigners need to go get the affidavit of freedom to marry notary from their consulate. They need to take that to a translation company have it and the data page of their passports translated into thai, certified as accurate translations by the Ministry of Foreign Affairs office.

Then they take those documents to the local Amphur and register their marriage.
