Can I apply for a Non-O 90-day visa for retirement at a local immigration office in Thailand and will I need a police background check?

Trying to help friend with getting a Non Imm. O 90 day visa intended to be used for 'Retirement' (age 50 and over and then apply for the One Year Extension of Stay. I need clarification.

1. The initial Non O for this purpose can be apply for at a local immigration office - correct? (I have read lately here on this group that this can be done as I wrote. Correct or not correct?

2. I have also read here that the application process for a Non O (over 50) and Extension of Stay done inside Thailand or in Vientiane or Penang now requires a Thailand Police background check. If the person is in Thailand on some sort of other visa. Correct or not correct?

Vientiane wants a police background check to issue 90 day Non-O's based on being over 50 now, along with proof of financials (updated bank book or the letter from the consulate).

You can apply for an in country 90 day Non-O visa at the immigration office IF you have 15 days or more left on your current 30 day visa exempt OR your 60 day tourist visa entry stamp. It does NOT require a police background check.

The application goes under consideration for 14 days and then you go back to get the Non-O visa and the new 90 day stamp inked into your passport. It cost 2000baht From a 30 day visa exempt entry you use form TM.87 Visa application, From a 60 day tourist visa you use for TM.86 Change of Visa application.

If you are using the 800K banked money you must show that it was transferred in from overseas. In Bangkok there is no seasoning requirement to use banked money to apply for the initial 90 day Non-O visa. I have had people transfer the money in to their account here and gone to the immigration office the very next day to apply for the 90 day Non-O. I don't know about other immigration offices
