What are the current obstacles and requirements for foreigners returning to Thailand after July 1, 2020?

ORIGINAL POSTER
This recent article below reflecting the viewpoint of a senior Thai Immigration Official paints a dismal picture of foreigners coming to Thailand after July 1 in numbers beyond a few hundred returning Work Permit holders and Spouses of Thai citizens, Diplomats and other odds and ends people who want to deal with the obstacles. It seems the Covid-19 Health Certificate with Negative Test will remain along with the $100,000 Covid Health Insurance. This isn't a big surprise. But the discussion here of a Vaccine having to be available before a return to normality is daunting as a release date of any Vaccine is anybody's guess. Please read and provide feedback.

And for those of you who want to attack me - the messenger - then Don't.

TLDR : Answer Summary
A recent article indicates that foreigners, with the exception of a few specific categories, face significant obstacles in returning to Thailand after July 1, 2020. The Thai Immigration officials have maintained the requirement for a COVID-19 health certificate and a minimum of $100,000 in health insurance for entry. There are concerns about the delay in vaccine availability affecting the likelihood of returning to 'normal' travel and tourism levels. Many commenters express frustration over the situation, highlighting the severe impacts on Thailand's economy, particularly in tourism-dependant regions.

The article.does reflect common attitude however it may well be changed when the economy suffers more than having the covid virus. Also and in particular when all the neighbours open up around the kingdoms they will not want to remain isolated.
Rob ******
Yes The Thai army government does NOT want foreigners , its worried about its civil unrest and it does not want it reported to the world from foreigners with in its borders . It wants to blame the economy on foreigners . Chinese for the virus and other foreigners , its an exercise in nationalism , always works if you can't have a good economy .

I foresee a economy disaster for thailand which maybe be a irreversible situation for their economy and their people......another coo on the horizon?!

As a non immigrant “O” one year visa holder who has lived in Thailand for four years it now means that if I go back to Australia for a few weeks to visit my family I will not be allowed back in?

These idiots will destroy the Thai Economy, certainly in Phuket where I have lived for almost three years which depends entirely on Tourism and long term resident ExPats like me!

Absolutely crazy but let’s wait for the “official” Government Policy to be issued?
Don ********
@Jim *****
Thailand will reopen for business but, when will depend on the number of cases here and in the countries where the tourists come from.. The fact that Thailand shut down and basically kept the infection and death rate low is a good thing.. Not economically in the short term but, would it of better to just ignore the pandemic like the uk or USA for example..look at their numbers.

Some European countries are opening up for tourism again and Japan wants to pay half of your costs if you come an holiday there (
***********************************************************

Meanwhile Thailand wants to stay shut and the Philippines will even keep all schools closed till after a vaccine is found (

Go figure the difference in responses.

You also need to factor in that should there be a big increase in cases as a result of opening up then Thailand doesn't have the healthcare in place to be able to cope, especially outside of Bangkok and a couple of other big cities. If they had the same number of cases as somewhere like Spain or Italy then it's quite possible the healthcare system would collapse under the strain.

I think we will see a similar approach in other countries. I am waiting to see what Qatar does to prevent introduction of the virus after it curbs it with various levels of lock-down. Current stats in Qatar? About 45,000 confirmed cases with about 1500 new cases per day. 188 people in ICU with daily admissions of about 20. 189,000 people tested. And, 23 deaths. We are at the peak of a much flattened curve. Ramadan and Eid activity may cause a spike in cases in another 2 or 3 weeks. I started teaching online on March 10. We have been asked to stay at home since that date.

Am I missing something, where does it say "spouses of Thai citizens"?

No problem.They can be closed!

anyway, the temporary waiver for 90 day reporting is very good to avoid crowding up at immigration, hopefully that will be modified to report only if change to new address

They will change their minds when they realise how badly its affecting their economy. How long can any country

endure these strict conditions?

They need to have a time scale in implementing these measures or it needs to be reviewed every month

I remember when the manufacturing was going down because the Baht was too strong and manufacturing jobs were being lost those people in the manufacturing sector were told to get into the tourism sector. The employment numbers reflect people that are in the formal economy but the informal economy like food vendors or people working in markets are not counted then there is the trickledown effect.

There will be massive unemployment that the country has never seen. There doesn’t really seem unless it’s the mega rich tourism if I recall that was the aim of the Tourist Industry and the Chinese market the rest were not really wanted. People that live in neighboring countries who depended on Thailand for medical treatment?

When or if the medical tourism will continue will be seen. This Corvid health insurance 🤷‍♂️ any links available to at least let tourist know the costs? what would be costs if people have to go into quarantine that’s if the Corvid test given is even reliable ? Plenty of tests that are made in China not very accurate. 🤷‍♂️
Shayne **********
@Shirley *******
obviously they haven't realized. Everything is the new "normal". Thailand as a whole is 60% tourism industry, but up to 70% to 80% in Chiang Mai. It's dead but no matter how many closed businesses the government couldn't care less.
Blake *********
It's a relatively safe educated guess to make that there will not be a vaccine. No vaccine was developed for SARS1. No vaccine has ever been developed for any strains of Coronavirus or any virus sharing it's classification. It's hard to expect a vaccine will be developed for SARS2 when they couldn't even figure out it's less evolved, little brother over the past 17 years.

Last time, it just "went away". Buried under the new media scare of "African bees" or terrorism or something. We should focus on "best case scenarios" that don't include a vaccine so we can move on. Waiting for a vaccine will keep us halted in place.

Chinese come and go. Western countries visit to retire, work, and study for a year or longer. They lease longterm, visit malls and markets, one year internet service, and buy transportation too. Westerners bring in sustained money. China likes the exchange rate, cost of condos, lower cost airfare, and to experience more freedom.

If $100,000 in health coverage is required for tourists to visit Thailand, that would be several times more coverage than is currently required to get a retirement visa, 400,000 baht minimum.

This is the first time I’ve heard of foreigners with marriage/family ties in Thailand being part of the first group to be allowed to return.

I’ve been reading some pretty sad stories lately of particularly husbands and fathers stuck in this dismal and distributing situation. Most were traveling for business or other legitimate purposes when the bamboo curtain came down.

Encouraging sign.
Michael ******
I will point out a possible ASEAN type of visa that is multiple entry. I could be completely wrong so it's OK, but it would reduce conflicts of travel interest between ASEAN countries
Don ********
@Michael *****
been talking about that..

If the virus goes away or a vaccine becomes available then everything goes as before? Not until they create a plan to make money from tourists on arrival with or without quarantine. Speculative, but I base it on what I have seen in Thailand.

@Michael *****
virus will never go away.. Despite what Mr trump says.. Like a miracle.. And they may never have a vaccination.. So prepare for the "new normal"..

Test on corona virus (which might be false and absolutely has no sense) + quarantine??? Both? Is that so? And my friends from Russia flu to USA few days for business reasons and there is no quarantine and no virus tests. Both attitudes are extreme

No insurance company issues covid travel insurance in the world. Thailand will have to pass the pandemic insurance that they suggested, a while back. That gets one point sorted. Covid certificate is not hard to get. The third is quarantine??? Quarantine visitors for 2 weeks at ones expense??
Carsten ************
@Chris ***********
bulls**t, most do cover it.

Listen to all the lies as Prayut and his army mates destroy the Thai people.
Paolo ***********
Apparently they don't care about that. I think this may be the wet dream of the xenophobes who are currently in charge and who have made everything so difficult for foreigners in Thailand that many have left permanently. Until they are gone, they will make things more and more difficult for people to spend time here. I would have been out permanently March 29, but Taiwan closed March 18 and I couldn't make it there when I found out the news at noon. An absolute nightmare.
Paolo ***********
This whole thing is absurd. The early mathematical models were wildly wrong. Lockdown was only supposed to flatten the curve to stop hospitals from being overwhelmed and give governments time to develop a strategy for mitigating deaths.Shutting down the world and causing a depression until a vaccine which may never be possible for a disease which many now say has an ifr of .4. and at worst 1% makes no sense. Now the strategy is to eliminate it from every country before trying to open when it will be an endemic disease. Completely stupid.

If I cannot get back in, then I cannot leave. Bugger !

No tourists means no economy. No one paying for girls, no money for them to give their family or spend on the economy. This is gonna turn out to be one of the worst recessions in history. No one is gonna be able to come back to Thailand on Tourist visas anymore, they’re only gonna allow foreigners who have work permits or visas based on family/marriage
Frank *************
My understanding of reading this is that the Thai tourism trade has just been buried alive.

A 2 week trip twice a year for Armistice Day and Anzac Day is now pointless if I am understanding this correctly. Any alien entering Thailand must quarantine at a government run facility at there own expense for 2 weeks. Is this correct or am I missing something.
Bobby ********
@Frank ************
. I would not be taking any notice of this article. It is not official government announcement and has most probably been taken out of context and something lost in translation.
Darren *******
It's quite possible that the quarantine will not be there when they decide to let tourists in. It most likely will be a requirement for any work permit holders/long term residents returning to Thailand.
Andrew *********
Sheer over reaction or gross incompetence in the management of the situation considering the fatalities from the virus are only in double figures. Cannot believe they can ignore the tourist yuan for much longer, the others nationalities are insignificant in comparison to the Chinese market.
Don ********
Things a very fluid at the moment.. Thailand needs the tourist dollar so to speak.. The economy will determine what is going to happen re visas.. There will be "tweeks" happening along the way.
Patrick ********
@Don *******
Tourist RMB will save everyone that’s what was tourism motto for ages before all this Corvid stated up.
Jimmy ******
Surely if they raise interest rates very high very quickly, that should bring inflation back down? Also with defaults & bankruptcies, a lot of that new money will quickly disappear
Bim *******
Jimmy Bond they know quantitative easing is a huge gamble. Little of that money is ever released into the wider economy and when it is it's introduced through debt(loans). When interest rates rise we will have hyper inflation. That's when it really hits the fan.
Michael ******
@Don *******
correct assessment.
Bim *******
@Don *******
I think its clear the government doesn't seem to care about the economy. I hope your right.

I bet when it adversely affects their pocket books there will be a radical change in policy and they will

Open back up. (Use the alcohol ban. They said one more month. Then 3 days later alcohol was for sale. I bet the beer industry made a call and reminded certain people about how much money was on the line. )
Ron *******
If your on this covid visa extension, I would rate your chances of getting any visa, at just about zero
Roger ********
Flights are available. If they wanted us to leave, they could simply say "go"
Roger ********
Your reasoning is?
Chester ********
It's mostly assumption but it's not looking great. I'm awaiting education board to reopen to do student visa and start school which is now concerning that i may need to take another avenue. For a country that has been destroyed with the evacuation of tourists and virtually no effect from the actual virus they are proper decimating their people's chances of recommencing normal life. I mean, a 10min drive around each morning to see hundreds if not thousands at food queues is pretty solid evidence that if no action is taken soon many many people will die, get sick, kids abandoned & debt suicides.
Valeria *******
@Chester *******
won’t they put education on-line though? Any info on that?
Bim *******
They changed the goal posts. At first I honestly thought this whole thing was about protecting the image of the country. It's clear there is something else behind all this. And they have decimated there economy in the process.
