It will depend where you live when in Thailand and the revenue office you go to AND who is on duty behind the desk you go to..if you don't get the answers you like in the revenue office go back another day and see a different officer.
I did mine a couple of days ago with AIS only needed my passport and 50 baht and the 50 baht refunded as a top up on my phone account. Just to add my sim was 9 years old bought by my Thai daughter for me with her ID card
If you have a residency certificate it could help.. a local Kasikorn Bank told me I needed a letter from the British Embassy which I know would never happen... local Bangkok Bank were more obliging.
I used an agent it wasn't expensive and they did all the paperwork for me in Bangkok (except the British Embassy bit) took us to the office for marriage supplied the witnessess they had the marriage certificate translated into english and delivered it to the hotel we were staying at.
I have had a natwest account with a Thai address since I came here to live 9 years ago and I use their banking app and get security sms messages to my Thai phone number. I've not had any problems.
