If applying for a 12 month extension due to retirement does it go under consideration for 30 days before you get the ok the same as a 12 month extension for marriage to a Thai national?

AFAIK; no immigration office in thailand has extensions based on retirement go under consideration anymore. They're issued on the day you apply. Although Pattaya makes you come back the next day to pick up your passport.

Generally no, but depends where you are. Lap Choeng immigration did it for a while after the Erewan bomb but don't bother now.
