TLDR : Answer Summary
To obtain a multi-entry Non-O visa at the Thai Consulate in Savannakhet due to marriage to a Thai national, you'll need the following documents: 1) Original marriage certificate (rose bordered if married in Thailand); 2) Signed copies of the marriage certificate, Kor Ror 2 form, Thai wife's ID card, house book, data page of your passport, and your Laos visa & entry stamp; 3) Change of name certificate (if applicable); 4) A hand-written request letter from your wife addressed to the consulate; 5) Completed Savannakhet visa application form with 2 passport-sized photos; and 6) 5000 baht fee. Note: Additional local assistance may be available for form filling and photocopying.

• original rose bordered marriage certificate (if you were married in Thailand)
• signed copies of the following :
- front/back of the marriage certificate (signed by you and your Thai wife)
- [front/back of the Kor Ror 2 (signed by you and your Thai wife) it may not be needed but it only costs 20B from your Amphur]
- change of name certificate if applicable (signed by her)
- front/back of your Thai wife's Thai ID card (signed by her)
- Thai wife's house book listing (signed by her)
- data page of your passport (signed by you)
- your Laos visa & entry stamp (signed by you) [across from the Consulate Tony has a road side office who will fill the form out for you for 200B and do any photocopies at a small cost]
• Hand written letter addressed to the Thai consulate in Savannakhet by your Thai wife (in English or Thai) requesting that they issue you a year long multi-entry Non-O Visa based on marriage to a Thai national (just a short letter stating your name, DOB, passport number, marriage date, her name, DOB and Thai ID number)
• filled out Savannakhet specific application for visa with 2 passport sized photo on it (available at the Consulate, see * below).
These things and 5000 baht counted into their hand should get the visa for you.
*On the Visa application form at the top right write "ONE YEAR-MULTIPLE ENTRY, 5000 BAHT" where you mark the box for the Non-Imm visa and, for the first part of Part 5, “Name, Address and Telephone No. of a Guarantor in Lao PDR”, use the details of your overnight Laos hotel or, if Tony completes the form for you, he puts his details.

200B to fill out a simple form? This Tony fellow must be making a killing. If you're short on time or don't like filling out forms at consular offices then you can find the Savannakhet visa application form online print it out at home, fill it out and bring it with you to the consulate when you apply, which is what I always do.

I don't recall the letter from my wife requesting i get a visa there. Unless that's new, that shouldn't be needed.
