TLDR : Answer Summary
When visitors arrive in Thailand on 30-day stamps, it is important for the host to report their arrival to the local immigration office using the TM30 form. This requires the host, in this case, the Thai wife, to fill out the form, make copies of the visitors' passports and entrance stamps, and submit them to the immigration office. The requirement may vary by location; for example, it is less stringent in Bangkok compared to other provinces.

Print out the TM 30 form, make a copy of their passports ID and Admitted to stay stamp and TM6, fill the form out and just hand it over to the local Immigration office, and it is free of charge. Can not be done by phone, only hotels etc can apply for an internet option.

And it's free.

That depends on where you live in the country. If you're in Bangkok, nope, no one cares, if you're in a different province (especially one that's rabid about that TM.30 form) yes I'd say who ever owns the property should go do it right after they arrive..
