That’s not correct. At all. A visa is "permission to knock on the door". It does not guarantee admissibility nor does it absolve the carrier of responsibility in the case of inadmissibility.

If Thailand denies entry (including on a valid visa), you are not free to go anywhere. You are kept airside / in immigration holding and returned to the last point of embarkation.

The airline is responsible for transporting you back. This is standard international carrier-liability law.

If you end up being approved for the DTV, why would you then be concerned about being rejected at entry?

The DTV cannot be applied-for while in Thailand. You'll need to exit the country, apply at another country's Thai consulate/embassy, and remain in that jurisdiction until you are approved.

From my understanding, prize money is fine if it's a one-off or irregular thing. If it starts becoming a way to sustain yourself financially then it may become an issue.

A resident of Thailand is liable to pay tax on income from sources in Thailand ***as well as on the portion of income from foreign sources that is brought into Thailand***"

So unless you're living for free (no one does), you still need to file. You may not need to PAY anything, but you still NEED TO FILE. You obviously don't understand what that excerpt means and your point doesn't stand at all. End of discussion.
