 Sure, but that's a different thing than "being happy" that he paid 10k for a tourist visa. Nobody would be happy about that.

You can just come on a waiver until you turn 20, then go apply in Laos or Cambodia once you turn 20.

 it's pretty simple, businesses should just charge a separate fee for providing visa services. If you cancel the course you still pay that fee.
