Every immigration office enforces its own rules. Strictly speaking, once you've been in the country for 90 days you need to report. Can understand the question if you're "reporting" every 60 days, but it's no different to the TM30. I've had to do a TM30 on the same day as a 90-day report, even though effectively they're doing the same thing. It's Thailand, and we love all its idiosyncrasies don't we?

If you intend to apply for a non-O married or retirement visa, get a copy of the requirements for the visa from the immigration office. Take this and your passport, and a Thai person and go to a Bangkok Bank. Either yourself or the Thai person can explain to the branch manager that you require the bank account in order to meet the financial requirement of the O visa. You do not have to pay any money to some lowlife agent who will simply do what you can do yourself.

What the recent article related to was immigration offices (not all) were not concerned if you were visiting another province provided you were returning to the same address, whereas previously every time you had to file a new TM30 which was a pain in the ass. My advice is to download the app (don't use the website, it's all in Thai) which has an English option. If you can get a copy of the landlord's ID, when you register the app, upload the ID. You can then do your own filing whenever you move around and return. The app is easy to use, but take a screenshot once you've filed the report, get it printed if you can, and keep that in your passport. It beats the shit out of traipsing to immigration every time!

As Garrett says tourists don't normally worry about because it's always done by the hotel you're staying at, but if you're going into a private accommodation, you will either need to impress upon the landlord to do it, or do it yourself. It's normally only a problem if you're going to immigration to do other business, such as seek an extension or change visa/extension type. And if absolute worse comes to worse, it's an 800 baht fine, which isn't really a big deal, but I'd rather be spending that on beer! 🤣
