yes, but the 400k mentioned is the figure relevant to a retirement visa as the minimum for the 7 months in between the months where 800k is the minimum

the balance for retirement visa cannot fall below 400k in the months when 800k is not required. So, the 2 months before and 3 months after require 800k, the other months the balance can drop below 800k but must stay 400k or above

yes, you went to immigration for a residence certificate which can still be got on a tourist visa. I did it in November last year.
