Nothing to do with human rights. Thailand gets to choose who can enter. Are the borders open to the world in your country?

Also, if you’ve been twice to Thailand in a year, you may still enter again on a visa exemption. But, you mustn’t exceed 180 days in that year.

 Yes, the visa exemptions reset at the start of the year. You can have two in a year. But your history is always there!
