maybe he told them he was entering and wanting a DTV. Whatever he said, it looks like he wanted to enter with NO visa. . Which is why they've told him to go away and get a visa.

the basic rule says must have money to show. If you look on these forums there are dozens of people trying to come in and obviously don't have much money, always looking for cheap everything. Immigration are probably tightening up the rules.
