At the moment the indications are even if quarantine is reduced for some countries if arriving from Africa the it's still full 15 night quarantine

No idea why it is on the list, it must be political as they have vaccinated more of their people than the U.K.

 yes i haven't had to use it yet as i arrived in December when it was not required. Just be interesting if you get a COE for visa exempt and if you can arrive on that. I would think you could . Waiting to see more informed answers
