Apply in you homecountry, then the embassy staff will know how most of the supporting documents will look like originating from that country, and less danger of have to provide additional documents, which will expedite the visa process.

And you save costs of going to and stay up to several weeks in a 3. country, which you have no interest in, hotel and other costs quickly add up.
