I’m assuming you mean consulate, not embassy. There is only one embassy and it is in D.C. There are regional consulates. You can use your regional consulate for handling visas. The consulate should not need to be in the region of your residence, but wherever you begin the process, you will need to do all follow-up with the same consulate.

This is just silly. High risk or not high risk should decide if one can enter. Length of quarantine should be dependent on the science of the virus. This sounds more political than anything else.
