As long as you do your part (submit immediately after arriving, go to pay the next morning), then yes it's generally 3-5 business days for non-immigrant visas. But you also need to make sure you amount l account for weekends and holidays.

Marriage visa is 400,000 for 2 months before you apply. Wait until you get the actual visa in your passport (not just the under consideration stamp) and then you can use the money for whatever you want.

You shouldn't have any issues if you return with a valid long term visa.

Most people that have been having issues are those that entered for 60 day visa exempt, apply for the 30 day extension, and then leave and return immediately.

Based on your 4 months, I would recommend doing the 60 days and not getting an extension. After 60 days do your border bounce and return for the second 60 days. Then if you need more time you can do a final extension for 30 days.

I really don't understand what you're asking or where you even are. That's a visa for Laos. It has nothing to do with Thailand.

no one will stop you from anything. It's just whether or not it affects your visa or not. Get the visa before you go and you don't have to worry about any of that until you are applying for your extension.

You're already in Laos? Then you already got the visa on arrival, or they wouldn't have let you in. You don't do anything. You could have just turned around and went right back to Thailand.

you can apply for it any time you want. But I find it hard to believe you are going to be leaving and returning 4 times in 70 days to justify the price of the multiple re-entry permit. Not to mention since you said you plan on converting in Thailand, you're going to be subject to an "under consideration period" that can last more than 30 days and will need to be available for an immigration visit to your home with you and your spouse.
