I believe I may of got too the bottom of the Mystery of Phuket airport and the reentry permit.

It appears that Phuket airport ONLY sells reentry permits when the immigration office is CLOSED.

If your not going to attend tomorrow, you need to cancel the booking. (If it isn't too late to cancel) that way your only banned from using the booking system for 10 days. If you simply don't attend, your banned for 30 days from the system.
