Not sure if I am complaining. Its rather a information for everybody. But you are right. I dont know if I would apply again in Vientiane. It seems to take longer than e.g. in Hanoi and many people dont like Vientiane. Laos people are VERY friendly though and that was a nice experience so far. On the other hand the city is full of "uncultivated chinese" 😉

I got my license holding a Tourist Visa. So I am pretty sure you can get 5 year license when holding DTV.

Sounds good! I also gonna write something like this though it sounds a bit too much. I think they need tourists and will be happy to receive your application.

You can get it with tourist visa too. No problem.
