Why you asking this question here? How are we suppose to know why the Thai government has not included Thai massage as softpower DTV. Try asking the correct authority that introduced DTV would be my suggestion. Just do what is asked if you want DTV don't change the rules

there is no fee charged by a bank to open an account they try to sell insurance but it's not compulsory. Also resident certificate from immagration is free. Agents are scammers they charge for service that is free. Do it yourself better

The government has tightened paperwork that banks must accept due to money laundering operations here agents can no longer open accounts. You need a letter from your phone company identifying you and your phone account that's the hard bit. But if you just walk in you will get a no. You need all your paperwork first and also explain you have a 5 year visa and that you need to pay bills etc.
