Just keep filing taxes at the source country where your money is originally being made. Thailand has a double tax agreement anyway. And likely the staff at the revenue office don't want to deal with the extra admin work setting you up with a tax ID

They clearly have a policy of non-refundable. If you wish to insure that to get refund from rejected application better to consider another gym and make sure they have the right paperwork to support your visa application
