Can holders of a TDV visa request a tax ID number and what type of rental contract is necessary?Answered

Hi there, A tax question. Does the TDV allow you to request a tax ID number? I would think so, but would like to be sure. Also, what kind of rental contract is needed to request this tax ID? Is a 6-month contract enough?
