If your bank account is overseas then you apply there. Once you have a visa you can apply for bank account. If your visa lapses you can apply again in Thailand because you already have a bank account.
A good mechanic is 1000 baht per hour. This "project" of yours is going to be costly. Alternatively you could find a dealer you trust. But i suspect your are bargain basement shopping hopong to find a gem that no one else spotted. It isnt going to end well.
