It’s a law for foreigners staying in Thailand. It’s enforced by immigration. Yes you have to do 90 day reporting. It won’t say in the application process because that’s the embassy which is a separate entity who issues the visa.

you said “you get one for 60”. They don’t get a visa. They get to enter the country visa free for 60 days. Wording is important

My school did it for me but I had to pay them to do it. Otherwise you can just go to your local immigration but the school should be helping you with that.
