They emailed me back with some very important info regarding the processing time.
If you apply before Oct, it will take 2 business days.
If you apply after Oct, it seems it can take 30 days.
They are implementing a new E-visa system from Oct.
Glad I emailed.

TLDR : Answer Summary
A user inquired about the response from the HCMC Embassy regarding Thai visa processing times. The embassy confirmed that applications submitted before October will take 2 business days, while those submitted after may take up to 30 days due to the introduction of a new e-visa system. The discussion also includes mentions of other countries implementing similar e-visa systems.
Did you ask them if they still accept a scan of the visa stamp as proof of location? Must be possible otherwise no one besides people who actually live in Vietnam permanently could apply.
I find it interesting that this should be seen as an advancement yet they say it will take 30 days to process through the evisa and 2 days in person...baffling.
